No, anywhere from 9:00-9:30 is typically the time where a headlining band will play. At least that's how it's been for all the concerts I've been to.

No later than any other concert.
Curfew everywhere in the UK is 11pm because of noise pollution
and 90% of bands play 90 minute sets so headlining acts usually give themselves
10-15 minutes leeway incase something goes wrong or whatnot.
