When the awards come around, they'll have a sub-forum set up, and within that sub-forum, award category threads will be there, and that's where you make your nominations. That's how I think it goes, anyway. Oldies/mods, feel free to correct me if I'm wrong.

I think for the purposes a newcomer would be someone defined as registering between the date the 1st stage voting opened last year and the date the voting starts this year, although it could be relaxed if someone got here 1/2 days before the voting start date.

2-stage was bought in to try and increase the number of votes, by the theory of that a list of 5 people would be easier to pick from and the winner will be the one with more votes (in 2008 some award winners won by getting just 3 votes!), but then voting exploded. The problem with 2 stage is that it pretty much doubles the admin side of the awards. I'm still undecided to scrap 2-stage or make improvements to it
